"In his ruling, Leonardo said:

* that Thomas was retaliating against members of the board of supervisors for perceived actions against his office, including filing a racketeering lawsuit against them in federal court.

* that Thomas was attempting to gain political advantage by prosecuting those who oppose him politically, including Wilcox.

* that Thomas acted in concert with Sheriff Joe Arpaio, who also misused his power in targeting members of the board."
